Daon, working with in-country prime ProTech-T, has provided the Government of Qatar with a biometric identity assurance infrastructure which follows the principle of one identity system supporting multiple missions. It forms the foundation for Qatar’s national ID and e-government identity strategy.

Within the national ID program, Daon products and expertise support enrollment, reconciliation of citizen data with the National Register, de-duplication, biometric watch-list checking, card issuance and usage. The same platform and processes are being used to support border control eGates using Registered Traveler smart cards. The MOI plans to implement ePassports, eVoting and integration with the Sagem Criminal AFIS system using the same Daon infrastructure.

Because of the “chain-of-trust” in the Daon orchestrated enrollment and issuance process, Qatari National ID cards are now accepted in lieu of a passport for international travel within the region.

The system is sized to manage over 3M identities.  Currently, approximately 300,000 Qatari citizens are enrolled in the National ID system.  With a network of 40 enrollments stations nationwide, 1K-2K new enrollments are processed each day for the various programs encompassed by the “one system – multiple mission” infrastructure.
